The professional status of a doctor in terms of studying personnel imbalances of the health care system: national and regional trends (a case of the Republic of Bashkortostan)

The study examines national and regional trends in the provision of medical personnel to the population. Its purpose is to analyze the national health care personnel problems at the regional level in a case study of the Republic of Bashkortostan. Statistical data based on indicators characterizing the employment of medical personnel with higher education in 2005-2017 have been studied. The analysis of statistical data reveals that during this period there was a decline in the number of doctors both in the country and in regions. Thus, the author quantifies the shortage of doctors in the Republic of Bashkortostan in 2017 using the standard calculation method. On the basis of statistical analysis, the peculiarities of medical personnel distribution by specialties both at the Russian Federation level and in the Republic of Bashkortostan have been investigated. The author outlines the reasons for the imbalances and the shortage of personnel in the health care system and proposes a number of measures to overcome these negative trends.
