Forecasting prospects for innovative activities in the Russian health care system

The purpose of the article is to study the possibilities of using the technology of neural networks and other methods of economic and mathematical modeling in order to predict the prospects for innovative development of the health care system of the Russian Federation in the context of its financial support. The methodology of this study is based on a systematic approach, which made it possible to carry out a “methodological synthesis” of neural network tools and analytical models for predicting the financial and economic situation, as a result of which all the conclusions given in the article are substantiated by the results of the analysis obtained at a high level of reliability. As a result of the study, the fundamental provisions are substantiated that in the current difficult political and economic conditions of the development of Russian medicine, the model of its financing based on the principles of “state altruism” should be abandoned, moving to a pragmatic approach in which state funding is combined with the active involvement of private capital for solving the problems of the national health care system. This approach is fully justified from the point of view of the need for innovative development of the Russian healthcare system. The results of this study can be used in the process of strategic planning for the development of the national health care system in order to determine the strategic ways of developing the domestic health care system based on the need for its innovative development. It is concluded that the modern system of financing domestic medicine is far from perfect, has actually exhausted itself, and in modern conditions does not provide an opportunity for innovative development of the industry, and therefore it is relevant to attract private investment to the industry.
