The essential programme-planning documents, which ensure achieving of priorities and objectives of the state policy in the social and cultural sphere in Russia, are the state programmes including federal target programmes and subprogrammes. The article deals with the programme-target planning application specifics to development process and programme implementation at any level, and with approaches to its social and cultural efficiency tailored to the social and cultural sphere.
