The article considers the program-target method of management of the education system at the regional level (on the example of the Republic of Mari El). The paper identifies the disadvantages of long-term planning and the advantages of the program-target method of management. As the object of the study, the program-target management in the Republic of Mari El is considered and the sequence of implementation of the target program in the education system at the regional level through the mechanism of the management cycle is determined
