Program-targeted approach to the analysis of priority areas and forms of domestic tourism

A meaningful analysis of the Concept of the federal target program "Development of domestic and inbound tourism in the Russian Federation" (2019-2025) and the Strategy for the development of tourism in the Russian Federation for the period up to 2035 is provided in the paper. The main trends in the development of the system of priority areas and forms of domestic tourism are highlighted. The relevance of the work is determined by a significant change in the guidelines for the development of domestic tourism in the Russian Federation in terms of its main areas, types and forms. A key guideline in the development of the sphere nowadays is the drafting an import substitution strategy, accordingly the priority is given to domestic tourism. Conclusions about the need for further improvement of Russian domestic tourism based on a systematic approach are drawn, in particular taking into account the principles highlighted by the authors.
