Software-project mechanism for the implementation of the development strategy for the largest cities of the Russian Federation

According to 172 Federal Law «About the Strategic Planning in the Russian Federation», since 2014 all municipalities, and especially the largest cities, carry out strategic planning and develop municipal programs. Since 2016, in addition to programs, local governments should organize project activities. Thus, at the level of the largest cities, a program and project mechanism is being formed and focused at cities’ strategic development. Currently, there is no single methodological approach to the definition of this mechanism and its subsystems, its relationship with the development strategy of the largest city has not been determined. This article outlines the scope of the program and project mechanism in the city management system: the concentration of resources on tasks focused on city functioning and implementation of projects that provide breakthrough solutions to the problems of city’s socio-economic development. The article specifies the processes of program and project mechanism, defines its main subsystems: object, functional and supporting.
