The programs to attract young talents from abroad as a way of forming and developing human capital

The study focuses on the importance of the formation and development of human capital in the country and the creation of socio-economic and political conditions to ensure this process. The aim of the work is to study the programs for attracting young talents from abroad as an example of the formation and development of human capital. The talent attraction programs implemented by the PRC (The Thousand Talents Plan), the USA (Visa for Individuals with Extraordinary Ability or Achievement O-1), the UK (Global Talent), Canada (Global Talent Stream) and France (Passport Talent) are discussed. The scientific novelty of the study lies in the fact that scientific research focuses on the implementation of programs for the development of talented youth, and the issues of attracting young talents from abroad as part of the process of formation and development of human capital are practically not considered. The research uses the bibliographic method, the methods of logical, systematic and comparative analysis, the deductive method, the method of an integrated approach. The study concludes that talent attraction programs are among the most relevant and important areas of formation and development of human capital and the experience of their implementation abroad should be used in Russia.
