Industrial Clusters as a Factor of Sustainable Regional Development: Russian Experience

The need to create effective organizational structures in the region, ensuring their socio-economic development, stimulates the transition of regional structures to clusters. Proceeding from the fact that intellectual capital is the basis for growth, at the level of production structures knowledge-intensive production tends to organize itself into clusters. The purpose of the work is to identify the impact of clustering of the region on its sustainable development. Clusters are considered as an important factor of territorial development. In Russia normatively defined industrial clusters formed in the field of industrial production, enterprises, as a rule, connected by territorial proximity and functional dependence. The formation of industrial clusters is a way to organize and improve the efficiency of industrial production. The paper investigates the role of industrial clusters as a tool to ensure sustainable development of the subjects of the federation on the basis of consideration of the theories of regional development in terms of ensuring the interaction of economic entities in the process of forming the development strategy of the region. Special attention is paid to the consideration of industrial clusters formed in accordance with the regulatory requirements of the Russian Federation. A comparative analysis of competitiveness indicators and projected growth rates of gross regional product for regions with industrial clusters and seaside regions is carried out. The thesis of cluster policy as an element of regional development strategy is substantiated.
