This article conducts an analysis of the historical factors underlying policy dilemmas in managing rural areas of China. Utilizing Marxist-Leninist scientific approach and methods of historical materialism, the author identifies the main causes and contradictions that have led to the existing complexities. Special attention is paid to the transition from collectivized agriculture to new economic models within the framework of contemporary reforms. The study reveals that past political and economic decisions, including reform and openness policies, have led to the breakdown of the traditional system of managing rural communities and collectivized agriculture. This has created serious challenges for modern rural area management, including inefficient resource utilization, administrative difficulties, and a lack of interaction within communities. Within the proposed reform directions, the author suggests the restoration of a socialist collective economy in rural areas. Based on the principles of socialist organization of society, these reforms aim to establish a sustainable economic and social system that promotes equitable resource distribution and the development of communal self-governance.
