The article is devoted to history of occurrence of the charter of municipality “city of Yekaterinburg”, to its structural and institutional features, a role in regulation of relations of local government, to its place in systemof municipal legal acts. The current state of the charter connected with frequent legislative changes which caused numerous amendments is analyzed.
