This study is aimed at studying the relationship between labor market indicators and the level of development of the territory. Based on the cluster analysis method, a multidimensional grouping of regions of the Volga Federal District of the Russian Federation was carried out according to a selected system of indicators. For each cluster, regions are identified, characteristics of the selected clusters are given, and recommendations are formulated for the regions of each cluster. Regions of cluster 1 are characterized by higher levels of employment, wages and income, manufactured product, and investment. Regions of this cluster are recommended to pay attention to the demographic development of the territory. The regions of cluster 4 have the lowest overall costs and results of scientific research and development, and the largest share of the rural population in its total population. Most of the lowest values of indicators in the aggregate occurred in the regions of cluster 3. Regions of clusters 2 and 3 have the greatest potential for territorial development. They have similar conditions and resources, but differ in results. Regional authorities are recommended to cooperate with neighboring regions and use their management experience. The study covers dynamic data in a static analysis and lagged variables are included.
