The article deals with the process of development of Central Asia by Tsarist Russia in the second half of the 19th century. One of the acceptable ways of securing these lands for Russia was the arrangement of Russian settlements in the region. Secondly, the government needed to resolve a number of issues in order to improve relations between the settlers and the local population. In order to address the issues of resettlement, land provision, as well as meeting the cultural and educational needs of the settlers, the tsarist administration faced the issue of organizing secular school education. First of all, Russian-native schools were organized. Local residents did not want to send their children to the newly created Russian-native schools. The article studied some aspects of the organization of a new type of school, the subjects taught were fully consistent with religious beliefs, national mentality, which had a positive effect on the consciousness of local residents. And the issue of the contingent of students from among the local populations, the teaching staff, providing children with school textbooks, curricula, and more was considered. The features of educational institutions in the south of Kyrgyzstan, the role and importance of folk art in the upbringing of the younger generation, along with the formation of pre-existing religious schools - madrasas and written culture, are analyzed. The influence, along with educational work, the knowledge and culture of Russians, other peoples and indigenous people, their place and significance before Soviet power was studied.
