Counteraction to hooliganism in the Altai territory (50-60s of the XX century)

The growth of hooligan manifestations in the settlements of the Altai territory in the 50-60s of the last century, was a serious threat to public order. Hooligans their actions showed contempt for the rights and freedoms of citizens, the legal foundations of the Soviet state, did not give the residents of the region the opportunity to fully relax after a hard day. In the dark, bullies terrorized lonely passers-by, broke and vandalized benches, fences, plantings, smashed lights, drank alcohol, sang and talked, disturbing sleep in the neighboring houses. A sense of self-superiority over their victims, falsely increased their self-esteem. Some types of hooliganism were obscene statements on the radio and illegal actions at sporting events. The increase in the number of hooligans contributed to the release of a large part of the convicts from prison, during mass amnesties. Bullies were more often due to the poor living conditions, legal nihilism and teenage maximalism. The consequences of the second world war, led to the fact that many children lived in single-parent families, where the mother worked hard, not paying due attention to the education of the younger generation. In addition, its negative role was played by the “cult of thug romance”, oral traditions and musical works of criminal content. As a counteraction to this phenomenon, the internal Affairs bodies widely used preventive work, involving voluntary associations of citizens in joint patrolling, toughening the prosecution. Serious problems in the law enforcement system caused by ill-conceived reforms, unresolved personnel problems, lack of proper leisure for young people, the spread of drunkenness and alcoholism, backward infrastructure did not allow to fully resolve the issue with the elimination of hooliganism in the Altai territory at this time.
