Countering Youth Recruitment into Extremist and Terrorist Organizations

The study addresses the pressing issue of countering recruitment activities within the Russian Federation. It examines key concepts, trends in extremist and terrorist-related crimes, and delves into the psycho-logical methods employed, forms, and algorithms of youth recruitment, tailored to specific objectives. The main motives and specifics of involvement were identified. Manipulation tools and semantic foundations used by cyber-criminals to recruit young people to commit extremist and terrorist crimes are considered. The principle of “network marketing” used by recruiters is considered. Furthermore, proposed amendments to the legislation of the Russian Federation in the field of countering recruitment to extremist organizations, as well as measures of additional control over the dissemination of information in social networks and instant messengers. Using the example of measures carried out by the Coordination Center of the Murmansk Arctic University together with the Center for Countering Extremism of the Ministry of Internal Affairs of Russia in the Murmansk Region and other subjects of preventive work, the specifics of the implementation of preventive measures for children and youth aimed at coun-tering recruitment are revealed.
