Ways to modernize postgraduate studies at the federal university

The article discusses the main problems associated with the functioning of the system of training highly qualified personnel through postgraduate studies. The authors show that the transition from federal state requirements to federal state educational standards at the postgraduate level led to a number of significant contradictions that negatively affected the quality of training of future candidates of sciences, changed the existing system of training highly qualified personnel, shifting the emphasis from the scientific component to the educational one. The conclusion is made about the correctness of the decision to return the work to graduate school on the basis of federal state requirements. The ways of the next transformation of postgraduate studies at the federal university level aimed at improving the effectiveness of its activities and developing an effective system of training highly qualified personnel are proposed.
