Pathways for the development of workforce capacity of paramedical personnel in the system of modern Russian health care system (based on materials from the Volga federal district)

The aim of the paper is to investigate the problem of paramedical staffing shortages, its uneven distribution in the context of specialities and to seek opportunities to develop the mid-level workforce capacity of the health care system. The basic concepts of “paramedical personnel” and “HR imbalances” are defined, and scientific approaches to the problem of organisational workforce capacity are highlighted. It was assessed by describing the trends in the number of paramedics, specialty distribution and workload per paramedic over the period 2009-2018. A set of practical recommendations to contribute to the development of the personnel resources of the industry, consisting in the development of vocational guidance activities on the basis of public educational institutions, has been proposed. Organisational measures related to the redistribution of the functional responsibilities of mid-level personnel within a health-care institution have also been outlined.
