Difficulties and solutions of problems of foreign language distance teaching cadets of educational organizations of the Russian Ministry of Internal Affairs

Introduction. The aim was to clarify the effectiveness of distance learning for the formation of communicative competence in the course of teaching a foreign language – an aspect of professional education in the educational organization of the Ministry of Internal Affairs of Russia. Маterials and Methods. The research is based on theoretical principles in the field of general pedagogy, theory and methodology of vocational education, as well as the particular methodology of teaching a foreign language in the educational organization of the Ministry of Internal Affairs of Russia. Both general scientific methods (analysis and synthesis), and the method of a questionnaire survey were applied, the latter involved the cadets studying at the Omsk Academy of the Ministry of Internal Affairs of Russia, the East Siberian Institute of the Ministry of Internal Affairs of Russia, the Belgorod Law Institute of the Ministry of Internal Affairs of Russia named after I. D. Putilin (213 people in total), and instructors of the foreign languages departments of the same higher schools (18 people). Results and Discussion. Basing on the general provisions of distance learning – the essence, conditions for effective use – the authors estimate the elements that hinder it. The focus is made on the advantages and disadvantages of e-learning, as well as the prospect of its use by cadets in higher educational institutions of the Internal Affairs bodies. The paper comprises the solutions to the problems associated with distance learning of a foreign language by cadets of full-time study. On the basis of the research it is concluded that it is undesirable to completely exclude lessons in the classroom system during in-person classroom studies. It is admissible to combine classes according to the traditional communicative method with on-line work, for which the following conditions are necessary: good command of communication technologies used in this type of training by the subjects of the educational process; providing technical support; availability of educational and methodological materials developed specifically for teaching using communication tools; strict observance of the health savings principles.
