Ways to solve problems of cooperation between state, private and nonprofit organizations in electronic state and municipal service provision

The summary: Article reveals peculiarities in the development of relations between authorities and various ownership organizations in conditions of purposeful improvement of a public administration system as a whole and providing state and municipal services in particular. Great attention is given to considering positive foreign experience in involving private companies as intermediaries for providing services which could be transferred to outsourcing. The main reason for Russia’s underrun in the state and private partnership in the specified sphere development is weakness of regulatory support of not only providing state and municipal services in electronic form, but also of state and private partnership legal bases.
