The key principle of modern land legislation is the division of land by its intended purpose into categories, according to which the legal regime of lands is determined on the basis of their belonging to a certain category and permitted use in accordance with the zoning of territories and the requirements of the legislation. This principle means that owners limit the use of land for other purposes.
