Radical change of the negative trend in the Russian population health

The article considers the state of health of the Russian population in recent years and stresses an alarming tendency to its deterioration. The author claims that to overcome this negative trend and to maintain the human capital of the nation it is necessary to modernize the present distributive relations and to apply mechanisms of redistribution for the benefit of the poor population. This can be implemented on the basis of a special Programme for Population Health similar to that carried out in Japan.
