Expansion of public participation in managing regional systems of general education

In the article modern conceptions of expanding public participation in managing regional systems of general education are considered. We give the examples of transition a state from monopoly to civil society in the Western countries. Present state of work on this problem is analyzed; the attention is focused on scientific publications, which reveal the expansion of public participation in managing education. The article reveals the conceptions of expanding state-public management of education through the prism of economic benefits and economic effects, project management, state-public management, network interaction. The study led to the conclusion that state-public management of education is based on different conceptions, including socially active education, market (economic-oriented) and network (partner) control mechanisms.
