The de-bureaucratization of internal affairs bodies as the most important component of building a rule-of-law state in Russia

The article analyzes the concept of bureaucracy, provides various approaches of scientists, political scientists and other specialists to the definition of this phenomenon, analyzes the reasons for the effectiveness or inefficiency of bureaucracy in certain societies, as well as in individual departments. In relation to the law enforcement agencies of modern Russia (more precisely, specifically to the police), there is a huge gap in mutual communication between society and the police due to the lack of long-term concepts for reforming both the Ministry of Internal Affairs as a whole and its individual institutions, including combating the presence in the system of the Ministry of Internal Affairs of Russia of an excessive number of bureaucratic institutions, often not directly related to the immediate law enforcement activities. Based on the available proposals for improving the Criminal Procedure Code, serious correction of the current practice of initiating criminal cases (including the elimination of the practice of refusing to initiate them), etc., the author’s vision of eliminating the causes and conditions that gave rise to the unsatisfactory situation is formed, ways of further reform and optimization of internal affairs bodies are proposed, the meaning of a genuine, aimed at improving the situation is revealed cases in general and on de-bureaucratization in particular, and not on saving money, optimization, with the ultimate goal of building a legal statehood in Russia.
