Development of information and analytical system of the assessment of investment appeal of regions of the Russian Federation

In the article techniques of the assessment of investment appeal of regional industries are analyzed, relevance of investments into development of industrial branches as major factor of economic development is substantiated. The analysis of the existing techniques showed lack of uniform approach to the choice of indicators of an assessment of investment appeal of regional industries, formation of a technique, and to the tools of its realization. The research presents the author ’s technique of assessing the investment appeal of regional industries by separate types of economic activity: mining, the processing productions, production and distribution of the electric power, gas and water. The purpose of this technique is identification of the perspective regions leading by this or that type of industrial activity the investment of which can bring the greatest return for the investor. The assessment of investment appeal of the industry of regions of the Russian Federation is based on calculation of integrated indicators according to the types of economic activity, the technique of a rating assessment is applied. Calculations of the offered technique are realized in the developed information and analytical system which basis is the storage of data, containing a set of the structured indicators. As a result, the offered technique is approved in the regions of the Russian Federation, results of a rating of investment appeal of the industry of regions of Russia for 2014 are received, the leading regions by each considered type of industrial activity are revealed. The special attention is paid to the analysis of regions of the Southern Federal District in comparison to the received values on all regions of the Russian Federation.
