In the study, conducted a survey of civil servants to assess the state of information support performance of public functions, in the field of automation of knowledge and competence management, process and project approach, etc. Highlighted the problems of organizing joint work on common tasks, control of achieving goals, team management, the number of projects in which employees, as a rule, take part at the same time, the amount of solved urgent and non-urgent problems, problems overdrawn working time during the execution of the project, administrative process automation conditions. An analysis of interview results is presented using classic tools and Visual Analytics data research tools (Data Discovery) using Tableau Software, as well as using the methods of expert evaluation and ABC analysis (Pareto method). Existing information systems studied in the market of software solutions in management of personnel potential of the civil service. Described data warehouse model for Human Resource Management in the public service system. Presented proposals to improve the information system of monitoring and analyzing the effectiveness of human capital management in the civil service system.
