Automation of local governments is a complex task, requiring an integrated approach in the development of new systems, their integration with existing information resources and further support. The article describes the experience in the development of automated information systems for the administration of Irkutsk, Russia. The authors propose an original approach to the creation and supporting of information systems to interact with relational databases and spatial data based on declarative specifications. The approach is significantly reduce of time for development and modernization of information systems and simplifies of inter-system integration. The proposed specifications are models of information systems that contain information about the data structure in the declarative form, data relationships with internal and external data sources, methods for display data to users, interaction with external subsystems, including a geographic information systems. The developed technology has been successfully applied in the creation and supporting of information systems for the administration of Irkutsk, Russia.
