The concept of tourism and recreation cluster ethnographic orienta- tion has been developed. It based on the analysis of natural factors, national characteristics and history of the region. Investigations to identify the level of interest of the population in the existing tourism clusters Bulgar and Sviyazhsk have been conducted. The concept of the developed ethno complex is to consolidate the five cultures of the peoples of the Middle Volga (Russian, Tatar, Mordovians, Bashkir, Mari) in a tourism space. The infrastructure of the complex includes: 5 national courts; guest house with conference room, hotel rooms and restaurant; bath; campfire place for traditional holidays.
