Design of the concept of program increase financial literacy and development of participatory budgeting in St.-Petersburg

The article proposes the concept of a regional program to increase the level of financial literacy of the population of St. Petersburg, based on the model of the triple helix. Attention is focused on universities and their new role in the regional community. An organizational mechanism for cooperation between universities, government bodies, financial institutions, which will have a synergistic effect, will provide financial stability, economic growth, social protection and the development of civil society in St. Petersburg.
