Development of a Methodology for Qualimetric Assessment of the Demand or Specialist Competencies in Labor Activities

The article is devoted to the development of a methodology for qualimetric assessment of the demand for the competencies of the enterprise’s human resources in the course of labor activity. The methodology is based on the failure modes and effects analysis, a structured approach to ranking the objects of study of which was adapted to the tasks of the competency-based approach. The methodology is presented in relation to specialists in the fi eld of organization and management of production processes, the set of competencies of which is based on the aggregation of labor functions and job responsibilities presented in professional standards and in the qualifi cation handbook. The methodology was tested at domestic machine-building enterprises using the method of expert assessments, which made it possible to identify the shortcomings of the existing mechanism for tactical achievement of the enterprise’s calendar plan. The article provides a general assessment of the demand for competencies in the production process of specialists, based on the results of a survey of specialists holding the following positions: job foreman, production scheduler, production preparation engineer.
