Development of techniques evaluation and ranking of scientific-technical and innovation programs and projects in priority union state on the basis of the procedure innovation programmes of Russian enterprises

In this article authors note the lack of a single document, illuminating issues of cooperation in the framework of the Union State in the field of science, technology and innovation, reflected in difficulty matching programs and projects. The authors propose a solution to this problem by developing a methodology for assessing and ranking, which is based on the basic principle of methodology and survey work. The study authors suggest a methodology integral indicator of innovative activity program or project, designed to provide an assessment of its priority for innovative cooperation within the Union state.
