Development of cluster policies model in the conditions of information asymmetry

Now it is important to develop a model of interaction between public authorities and the business units within the cluster policy. This is a key tool for the planning and building the industrial policy to increase the positive social and economic effect of the invested resources in support. The paper considers the model of a cooperative deal between the government and the business community, represented as a single industry and a cluster. This is an important statement that industry players belonging to certain sectors of the economy have more information about the potential of this industry, the level of financial turnover and existing relationships among agents within the industry than the state. Such a model should take into account the impact of information asymmetry. Described in this paper, the contract between state and business is Pareto-optimal and optimal for the state from all possible options to support clusters. At the same time, it should be noted that the fact that effort is not observable in this case is not significant, since the contract solves the problem of maximizing the expected profit of the state, i. e., welfare maximization.
