The lead analysis of sound action on the person, standards of his life and work safety and methods of measuring the characteristics of sounds and noise causes the necessity of development of the concept of scientific-theoretical bases of a sound dosimetry. The physiological aspect of the concept is grounded that common number Z of the acoustical receptors capable on each frequency to create sensation of tones of different loudness, corresponding sound pressure p (L), is established as Z=Nн+Nв where Nн=15 are out-side hairpin cells HC and Nв=1 is interior HC. Connection between noise level L and number n of func-tioning outside HC leads to reference points in physiology of hearing for the limiting sound pressure in an interior ear g (Lc, nc) =2,156.10-4 Pa, for the limiting dose of sound action D (Lс) =0,147 Pa2/hour. In ultrasonic metrology reference points become: maximum permissible sound pressure p=0,135 Pa, maxi-mum permissible noise level LП=7,7 and maximum permissible dose of sound action DП=0,147 Pa2/hour. Reference points in psychophysis of hearing become: maximum permissible loudness level ЕП at maxi-mum permissible dose DП.звукового of action and exposure Тр of person ЕП=7,7 daphone=77 phons, and the peak exposure of the person τП in a sound field with noise level LП, in a sound field τП=8 ч.
