The development of a regional strategy: new approaches and criteria

The paper presents the rationale for the application of the concept of a balanced scorecard currently used by business companies to improve the efficiency of regional socio-economic development. The authors demonstrate formation of such a strategy, according to which all regional and municipal goals and objectives are strategically aligned with the main strategic goal (mission) of the region on the base of the target vision defined by the political mission of development of Russia, aimed at improving the quality of life of the population. The key factor of the proposed approach is its universal character, which allows taking into account the existing regional features in the formation of the development strategy of a particular region.
