Development of the human capital of youth within the framework of the development strategy of municipality (based on the materials of the Republic of Sakha (Yakutia))

The main problems of the development of human capital of youth as one of the the socio-economic development indicators of the region are highlighted in the paper. The demographic, socio-economic and institutional factors of the human capital formation of youth are considered. Documents of strategic importance of municipalities in terms of the sufficiency of the system of goals, objectives and activities of the youth policy are analyzed by the authors. In the framework of the study, the Socio-Economic Development Strategies of two municipal entities - “Neryungri Region” and “Aldan Region” of the Republic of Sakha (Yakutia) are given as an example. It is concluded that in these strategies there are no specific indicators by which to assess the quality of the youth policy implemented, mainly related to the development of general and professional education in the framework of preparing future personnel for industries. An urgent task for local authorities remains to ensure the young generation is settled by reducing this group of people migration to other regions of the Russian Federation, creating conditions for attracting young people from other regions of Russia, developing business support programs, setting up a youth employment system in accordance with its interests, education.
