The article explores the features of the formation of human capital in Russia in the post-crisis period. Based on the assessment of factors and drivers of human capital development in Russia, the basic trends in state policy regarding the development of human capital are identified. The need for increasing public investment in the development of human capital in Russia is justified. The prospects for the implementation of non-financial instruments for the development of human capital in Russia are determined.
