Development of urban agglomerations as a vector of structural modernization of the economy

The article analyzes the specifics of the development of the potential of urban agglomerations in the aspect of structural modernization of the economy. Domestic and foreign practice of knowledge development necessary for successful comprehension of the category “agglomeration” as object of planning of town-planning design and settlement is briefly analyzed. The essence, ideas and qualitative specificity of one - and two-level models of agglomerations for a choice of variability of management of them, increase of a role of agglomeration processes in the cities and adjacent territories are allocated. A number of problems of agglomerations potential development are outlined. The necessity of taking into account the regularities of their development in the adoption and implementation of decisions relating to the city and village, a systematic approach to the development of urban agglomerations. A certain discrepancy between the development of regions and transport infrastructure in the largest urban agglomerations has been revealed, in particular, the lagging growth rates of transport and energy infrastructure from the development rates of the agglomerations themselves. The schemes of management of agglomerations as a whole and Metropolitan cities acting as centers of agglomerations are insufficiently worked out. It is concluded that the containment of the development of agglomerations may be overcome by the development of legislation, improvement of the forms of territorial planning, giving the city territorial structures of municipal and legal status for developing new measures for the practical management of urban agglomerations as economic models of structural modernization of the territory that will contribute to the economic growth model, embedded in the territory.
