Development of state control over socio-economic processes based on a risk-oriented approach

The article examines the content of state control over socio-economic processes from the standpoint of general management theory, in light of which a process model for managing control and supervisory activities has been formed. It is emphasized that state control is intended to provide the authorities with feedback to prevent deviations from the strategic course of the country’s development. Its structures cover all branches of government - presidential, parliamentary, executive, judicial, prosecutorial - and are designed to assess the compliance of the object of control with constitutional requirements. The necessity of development of state control based on risk-oriented approach was justified; the concept of risk in compliance with mandatory requirements of legislation and other regulatory acts was defined; an algorithm for managing risks in compliance with legislation was developed, comprising ten stages, among which the most detailed are the stages of establishing risk registers and determining the total risk of compliance with the law; for the analysis of control activities an integral indicator of assessment of the level of compliance with the law and a dynamic model are proposed, monitoring the results of risk management.
