Development of innovative economy and out of the closed circle

The examples of a vicious circle in the economy related to solving complex, knowledge-intensive tasks, the development of venture business and the formation of an employee as an active subject are considered. It is shown that many countries where these processes began later than in others nevertheless achieved success, sometimes even surpassing the previous leaders. The situation on the studied issues in Russia is analyzed, recommendations for solving some problems are proposed.
