Development of personnel potential for small business in terms of improving the quality of life of the population of the Russian Federation

The quality of life of the population and its assessment lies at the intersection of economic science and sociology. The expediency of applying social and economic approaches to determine the standard of living of the population is defined by the insufficiently capacious characteristics of the quality of life on the basis of assessing only the citizens’ incomes. Under the modern economic conditions, self-development of human potential becomes a goal and factor of economic growth of the country. The term “quality of life” in relation to the economic assessment of the development of the state became current only in the mid-1950s in the economy research. The interest in ensuring the quality of life of the population, as well as the justification for its impact on the development of the national economy takes place at the postindustrial stage of the development. At the same time, despite the fact that the quality of life of the population is estimated from an economic point of view, its main elements include a set of needs and interests of the population that are not directly related to the amount of income received. In particular, such indicators as: working and leisure conditions, security of own housing and the availability of its acquisition, social guarantees, law enforcement and respect of the rights of the individuals, natural and climatic conditions of residence, subjective feelings of the person, determining the state of comfort and stability of life are of great importance for the quality of life of the population. However, most of the identified criteria for assessing the quality of life, though not economic in nature, but its achievement is determined by the quality and effectiveness of financing social protection of citizens. The current state of the economic development in Russia is characterized by a high level of social tension, justified by the presence and growth of unemployment, a decrease in real incomes, a large number of people living below the poverty line, social stratification, the absence of a middle class stratum. These reasons and prerequisites determine the importance and relevance of the study of the problems of financial quality of life of the Russian citizens.
