The article discusses the concept and structure of human resources, the main issues of studying the demand for human resources in the civil service, as well as trends in its development. The system of personnel potential formation existing in state bodies is analyzed. The place of HR potential in the HR managements system has been determined. The possible directions of preservation and development of the personnel potential of civil servants are proposed.
