Development of cluster management of fuel and energy complex (on the example of Kemerovo region- Kuzbass)

In the current economic crisis, the relevance of creating a cluster does not decrease, especially with regard to the fuel and energy complex. This model will not only ensure the effective development of territorial economic associations, but also increase the competitiveness of the territory and act as a driver of innovative development of industry and economic entities. The article assesses regional and corporate risks of coal and energy clusters functioning in the Kemerovo region - Kuzbass in order to develop regional cluster management mechanisms. Coal and energy clusters will include entities that carry out all the processes of the value chain in the fuel and energy complex, and the mechanism for their implementation and management will be much more efficient. In addition, the cluster will ensure the interaction of all participating companies, namely suppliers, subcontractors, research institutes that provide innovative development of the industry, Universities that train qualified personnel, and other participants. A model of the coal-energy cluster of the Kemerovo region - Kuzbass is proposed within the framework of the current cluster regional policy, taking into account the identified risks and opportunities.
