Development of public and private partnership as a way of realization of some components of the social policy

The article justifies the need for more dynamic use of public-private partnership mechanisms in the implementation of the state social policy and realization of its specific social obligations. The essence of the public and private partnership projects in the social sphere is described. The author considers the basic theories and conceptions of possible participation of the private sector in the solving of social problems (conceptions of “company of proprietors”, “participating company", “rational egoism”). The current challenges constraining the use of the public-private partnership in the social sector are defined.
