Development of the local government as a part of the social and economic development of rural areas

The key criterion of the strategic development is efficiency of budget management and normative base at the level of region and management entity. We consider natural environment and resources, demographic situation, provision of the population with facilities of the social infrastructure to be basic indicators for grounding territory development directions. The analyses of the local government development directions including rural areas is presented in the article. It is pointed out that social economic, engineering, road and ecological development of rural areas directly depend on the budget volume of the municipal structure, existing material and technical base, efficiency of its management and usage. In terms of general tendencies and problems typical for the majority of rural municipal entities, we present strategic insight into community development analysis and identify the vectors of further development of this direction. In their own discretion, rural areas are suggested to fill their budgets with the following situation monitoring and return the right to rural settlements to dispose their lands within the municipal structure. The practicality of the farming lands planning up to 2030 with applying to the agrarian zoning mechanism in addition to the results of rural areas territorial planning is proved. It is stated that the usage of town-planning regulations allows management entities of the municipal structure to prepare complex programs of promising landholdings, reclamation and usage of agrarian significance within territorial planning. It was stressed that development programs should be regulated at the level of entity region and entity in general. After coordination of volumes of agricultural goods production and the corresponding state support at the entity level municipal structures will be able to improve their program and to realize its guidelines.
