Development of local governance in modern Russia - stages and results

This article examines the history of the development of local governance in Russia. Changes in the corresponding normative legal base, beginning from the epoch of Nikolai II to the modern time, are studied. Stages in the functioning of local governance depending on the content of a particular time period and the results achieved in the sphere of municipal administration are distinguished. It is emphasized that as part of the fourth (modern) stage of local governance development, rural administrative structures were abolished in order to save budgetary funds. As it is noted that in the short term this may lead to the impossibility of interaction between residents of small settlements and the authorities, since a vacuum of administrative structures is formed, the elimination of which will entail financial, property and other costs. Summing up the results it can be concluded that at present in Russia local governance operate within a “single vertical” of executive power, with an algorithm of their functioning similar to that of the federal level, but it is premature to speak of the effectiveness of the current stage of the system's development.
