The article shows the evolution of methods to assess the affordability of housing for the population. Analyzed modification of the standard international methodology UN-HABITAT - the base, which is used in official documents of the Russian Federation, and options published in scientific papers. Chosen method prototype that best meets the requirements of modern Russian and describes the stages of its development. The calculation of the availability of housing for example, apartments in newly constructed homes in the city of Moscow in 2012 (excluding mortgage support, but by offsetting existing housing). Illustrates the difference between the results of accessibility evaluation of property obtained by advanced and basic techniques.
