Development of municipalities in the Russian cultural and historical space

Understanding of the essence of the problems and the development of the advanced methods of organization of municipal development in Russia requires taking into account the cultural and historical conditions. However, the scientific and theoretical approach to the cultural-historical analysis is a subject of discussion. Conceptual controversy had already arisen in the famous debate of Westerners and Slavophils: is Russian society a special one or is it a part of Western civilization? The dispute has not finished yet, and nowadays directly affects the selection of scientific tools in the study of socio-economic issues. Considering the problems and development of methods for the domestic municipal development, the authors base on the paradigm that Russia is a special civilizational world.
