Development of the national innovation system: state support of cluster development

Ensuring sustainable economic development in the modern world is carried out mainly throughthe introduction of innovations and the formation ofan innovative economy. Solving related systemic problemsinvolves the development of a national innovation system and the activation of innovation processes at thefederal and regional levels. This will strengthen the position of the Russian economy in the global market spaceand ensure improvement in quantitative and qualitative indicators of economic growth. The growing importance of developing and implementing management measures in this area today is due to global instability,as well as the negative impact of sanctions on the Russian economy. The applied tools for the development ofthe national innovation system must correspond to the basic principles of the state support system in the frame-work of creating incentives and satisfying the economic interests of various economic entities. One of the di- rections of the relevant government policy should be the formation and development of scientific and technological clusters, which involves an analysis of the best domestic and international experience, especially relatedto cluster processes in developing countries.
