Development of academic views on the correlation of the right and the procedure in law from the viewpoint of the unity and difference between the material and legal procedural rules

The article deals with the history of development of procedural law from the viewpoint of correlation and relation of the norms of material and procedural rules. Branches and institutions of modern legal system are non-uniform and presented in the form of an integrated conglomerate of interrelated primary elements of a legal substance which contribute to one another, they are material and procedural norms.
