This study addresses the issue of the development of the tourism industry in connection with the development of human resources in the context of digitalization. The tourism industry has undergone significant upheavals in recent years, starting from the Covid-19 pandemic and including the current situation with various political conflicts around the world, all of which are accompanied by a process of digitalization that fundamentally transforms both all spheres of society and the human being itself. Given these conditions, it is important to understand how to utilize not only the positive aspects of digital technologies but also their negative impacts as a perspective for the transformation of the tourism sector. In this regard, it is important to consider human resources as a primary element of the positive transformation of the tourism industry, not only in terms of personnel ensuring effective and efficient operations in the new realities but also from the client's perspective. Focusing on the risks of digitalization that provoke changes in the development of human resources will allow for both mitigating their overall impact and leveraging them as a competitive advantage in the service market. In light of this, the study uses cognitive modeling methods that reflect the interconnections of factors and based on an experimental plan, allow for the development of scenarios that lead to conclusions about the feasibility of focusing on human resource development when forming trends in the tourism industry.
