Russia's entry into a fundamentally new level of competitiveness in the world market is not possible without the development of science and the formation of production potential using a wide range of innovations. The priority area for the development of the Russian economy is the introduction of innovative technologies and digitalization, i.e. technological transfer from science to production must be ensured. The creation of favorable conditions for the implementation of these priorities depends on the rate of development of domestic science. In addition, in the current political situation and in the context of the COVID19 pandemic, the formation of import-substituting production has acquired particular relevance, which makes it important to change the balance of payments for technologies to increase the volume of technology exports, as well as to change the structure of research and development expenditures by funding sources in accordance with the experience of world leaders, which will reduce the burden on the public sector. The activation of innovation in the real sector of the economy depends on the level of entrepreneurial interest in business development. From the standpoint of ensuring food independence of the state, it is necessary to develop agricultural science, which acts as the basis for the modernization of industries on an innovative basis, in particular, the dairy sub-complex is one of the life-supporting sectors of agricultural production, which has a decisive influence on the level of food supply of the country and determines the health of the nation. Sustainable development of the dairy farming industry is based on the formation of the production potential of the industry. Digitalization is a necessity in terms of ensuring the rational use of resources, increasing the efficiency and sustainability of the industry, but it must be taken into account that the transition to digital technologies requires an integrated approach to their application, and, therefore, not only financial, but time and organizational costs are required.
