The article reveals the basic development tendencies of performance management approach in the civil service. The authors review the scholar publications concerned with the performance management of government officials, identify the main shortcomings of performance management and performance appraisal of public officials by case study of the territorial bodies of the Federal Tax Service of Russia. The authors offer their own approach to the development of the key performance indicators of public officials and the performance management system in general.
